State Capacity Research: Advancing the Conceptual and Methodological Frontier


Workshop to be held 10-11 June 2019 at the University of Gothenburg, Gothenburg Sweden.

Co-organized by the Quality of Government and the Varieties of Democracy Institutes.

The importance of the capacity of the state has long been acknowledged as crucial to economic and societal development, as well as for democratic survival. The past decade has seen renewed efforts to explore these claims in rigorous and sytsematic empirical analyses, and these efforts to varying extents confirmed the importance of state structures and capacity for important societal outcomes. Despite this progress, the development of the field has been hampered by a dearth of empirical measures of state capacity that meet scientific standards of validity and reliability, which in turn stems from an insufficiently clear and concise conceptualization of the notion of state capacity.

The propose of the workshop is to bring together state capacity scholars from across the world to 1) address the existing conceptual issues and challenges; 2) assess empirical indicators and whether they adequately capture the concept, whether they are valid over time and space, as well as the utility of these measurement strategies to answer questions of relevance to the scientific and policy debates; and 3) develop specific strategies and plans to produce novel, theoretically grounded measures of state capacity. The workshop will provide a forum to develop future collaborative efforts and generate a special issue that will guide the research area moving forward.
