QoG lunch seminar with Johan Engvall

Research profile seminar

The QoG Institute regularly organizes seminars related to research on Quality of Government. The seminars address the theoretical and empirical problem of how political institutions of high quality can be created and maintained as well as the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty.

Speakers are invited from the international research community and experts from NGOs and other organizations to the lunch seminars. The seminars last for one hour and include a short presentation by the speaker (30-35 min) followed by a joint discussion about the topic.

If nothing else is indicated, the seminars are held in English.

Investing in Corruption in Central Asia

Every so often, journalists, experts and scholars observe and lament the detrimental effects of pervasive corruption in the Central Asian states. Typically, the corrupt behavior of the state¿s agents and the disintegration of its vital functions are seen as evidence of state weakness. If these states could somehow eradicate the scourge of corruption, their economic, political and social development would be reinvigorated. Based on fieldwork in Kyrgyzstan over more than a decade, this presentation offers an alternative interpretation of corruption in the region. Instead of seeing the under-provision of public goods and rampant looting of public resources as a sign of state failure, they are logical outcomes in states essentially functioning as investment markets, from which to turn a profit. Holding certain state offices allows a person to claim the authority, mandate, resources, and brand name of the state to collect rents from the position.
