The Structure and Organization of Government section of the International Political Science Association, together with the Quality of Government Institute at the University of Gothenburg, cordially invite you to submit a paper for the workshop Public Management and Institutional Quality.
Content of the conference
During the last four decades public administration in most OECD countries has been re-shaped by New Public Management (NPM). Among other things, management ideas from the private sector have been introduced in ways previously unknown in the public sphere. This development has attracted an impressive amount of scholarly attention. However, we still have limited understanding about how institutional quality, and other contextual conditions, affects the outcomes of these reforms. Are there institutional conditions that are more propitious with respect to the reforms’ impact on government effectiveness? To what extent are the outcomes contingent on policy areas? Are there accountability mechanisms that might compensate for any weakening of traditional approaches to oversight?
The aim of the workshop is to bring together internationally recognized scholars, in order to start a dialogue about the effects of public management on service delivery, accountability and more broadly on state capacity, including the role of control mechanisms. We would particularly like to invite papers examining how the bureaucratic structure interacts with administrative reform initiatives.
The costs for accommodation and meals will be covered by the hosts.
